Lilly “Maxine” Shrout-Bissell, age 91 of Petersburg, WV formerly of Moorefield, WV, passed away Saturday morning, March 9, 2024, at the Grant Rehabilitation & Care Center in Petersburg, WV. Born of August 5, 1932, near Moorefield, WV, she was a daughter of the late Abraham Jackson Fitzwater and Mary Catherine Whetzel Fitzwater. Her 1st husband, Joe Allen Shrout, preceded her in death in May 1994. Five brothers, Noah, Johnny, Russell, Calvin & Pete and five sisters, Nina, Naomi, Nellie, Susan and Shirley also preceded her in death. She was the last member of her immediate family.
With a Bachelor's Degree in hand, Maxine dedicated over two decades of her life to serving as an administrator in the Federal Government sector, particularly at Voice of America, where her passion for her work was evident to all who knew her. Maxine was a cherished member of the Moorefield Church of the Brethren and later found solace in the community of Grace Lutheran Church in Petersburg.
Maxine's kindness extended beyond her professional roles, as she lovingly cared for her older family members in their twilight years. Her commitment to family and community was unmatched, and she will be remembered fondly for the beautiful impact she made on the lives she touched.
Left to cherish her memory are her devoted husband, Richard C. Bissell, and a stepdaughter, Sue Ellen Shrout Depaulis of Bellaire, OH, along with numerous nieces, nephews, great-nieces, and great-nephews.
A Graveside Inurnment Service will be conducted at the Olivet Cemetery at 11:00 AM on Thursday, March 14, 2024. Pastor Russell Webster will lead the service, offering comforting words and reflections on Maxine's remarkable journey.
In honor of Maxine's life, memorials may be directed to a charity of the donor's choice, reflecting her spirit of generosity and compassion.
