Richard (Dick) Osa Hartman, 89, of Moorefield, West Virginia, passed away peacefully on June 15, 2026, at home in Moorefield, West Virginia. He was born on August 19, 1936, in Purgitsville, West Virginia, to the late Osa and Lulu Catherine (Davy) Hartman. In addition to his parents, Richard was preceded in death by seven brothers, four sisters, a son-in-law, and a daughter-in-law.
Richard attended the Number 6 School on Stringtown Road and later Romney High School, where he played football in the 1953 State B Championship game. He graduated in 1956. Following graduation, Richard held various jobs before beginning a long and distinguished career with the U.S. Department of Agriculture Soil Conservation Service. Over 35 years, he worked throughout the state, contributing to the development of numerous flood control dams. He retired as a Senior Certified Civil Engineering Technician.
Richard shared 69 loving years of marriage with his wife, Shelvy Jane Barr Hartman. Together, they raised three children: Pamela Phillips (Dale) of Moorefield, Cynthia Gibbons (Ronald) of Blacksburg, Virginia, and Richard Hartman II (Shannon) of Winchester, Virginia. He was a proud grandfather to Patrick Wilson of Blacksburg, Virginia. He is also survived by several nieces and nephews.
A devoted member of Duffey Memorial Methodist Church, Richard was deeply involved in church leadership, serving as chair of the Board of Trustees, a member of the Administrative Council, and an active participant in the adult Bible class.
Richard was also a committed member of his community. He served as chair of Moorefield Active Caring (MAC) House, was a member and vice president of the Moorefield Park and Recreation Commission and supported local youth through his involvement with MHS Athletic and Band Boosters.
Richard had a wide variety of hobbies including restoring an antique tractor, an antique car and steam and gas engines. He was also a licensed pilot and enjoyed operating his railcar on tracks across West Virginia and Pennsylvania.
A Celebration of Life will be held at 2:00 PM Friday, June 19, 2026, in the Fraley Funeral Home Chapel with Pastor Mark Flynn officiant. The family will receive friends from 1:00 PM until the time of the service.
